Enhanced user creation allows users to set passwords themselves, avoiding admin-set passwords and email sharing. Changes based on user input to protect domain reputation. New flow: Admins create users, who get passwordless invite, set passwords, and log in. Agency Admins get User creation emails. Reactivate by admins if needed until passwords set.
